Administrative court blocks Egypt justice ministry decree

An important decision today in an administrative court in Cairo: It handed down a ruling to block the justice ministry decree issued earlier this month which allows the military to arrest civilians for a wide range of crimes.

It's an administrative court ruling, so it can (and probably will) be appealed. And the "constitutional annex" issued last week allows the president to deploy the military on the streets in case of "instability" - the justice ministry's decree wasn't the only vehicle for using the army against civilians.
