Al Jazeera's Bernard Smith speaks to General John R Allen, commnader of the combined NATO and US forces in Afghanistan, during the ISAF chief's recent visit to Logar and Wardak provinces in the south.

Asked about the reluctance of the Afghan military and police to take full responsibilty from coalition forces, General Allen says:

There will be that reluctance to do that, and we all understand that. But we also all know that it is a necessity for that happen in order for them to ultimately be effective as a maneuver force or as a combat force
