The International Committee of the Red Cross, which has been trying to evacuate wounded civilians from the city of Homs, said that its latest relief efforts failed when a rescue team could not enter war-torn areas.

"Agreed-upon conditions were not met and the staff were unable to proceed," said Beatrice Megevand-Roggo, the head of ICRC operations in the region, without providing any further details about who violated those conditions.
