The Syrian state news agency says the large explosion in a Hama residential area on Wednesday was caused by anti-government bomb makers mishandling explosives.

The Syrian Observatory for Human Rights (SOHR), a UK-based activist group, says it is not sure what caused the explosion and has asked UN monitors to investigate.

The SOHR says at least 16 people were killed in the explosion.
