The UN Security Council has convened to draft a resolution to send observers into Syria.

Al Jazeera’s Cath Turner reports from New York: 

“What they want to do first is send about 20-30 advance monitors into Syria, assuming that the ceasefire holds, to be able to gain independent reporting of what the conditions are on the ground back to Kofi Annan and the UN and perhaps a second wave of monitors going after that to start implementing Annan's six-point plan.

“For its part, the Syrian government says it has nothing to hide, and they're happy to approve of this advance monitoring team."
